A filing sequence where the entire green card application (initial and detailed applications) are processed at an American consulate or embassy abroad under the sole supervision of the Department of State. USCIS may allow direct consular filing for applicants who are clearly approvable; and who can either claim exceptional circumstances, or are members of the U.S. military; and who live in a country that does not have a USCIS international office.
